GROW37 Partnership Campaign Starts Strong

PCDC’s GROW37 Partnership campaign is off to a promising start with several investors already making commitments in the first month.
The campaign supports PCDC’s operations from 2027–2031 and is designed to ensure that more LB840 funding can be directed toward economic development projects rather than administrative costs.
“We’re encouraged by the early momentum,” PCDC Executive Director Jeff Hofaker said. “It shows that our business community and residents understand the importance of investing in the long-term growth of Phelps County.”
Why It Matters
Funds raised through the GROW37 Partnership help cover PCDC’s general operating expenses, allowing LB840 dollars to be used for maximum community impact. LB840 funds are generated through Holdrege’s voter-approved half-cent sales tax.
PCDC’s LB840 plan directs money to the following areas:
- 40 percent toward business retention
- 40 percent toward infrastructure
- 20 percent toward community growth, recreation, and tourism
By securing private investment, PCDC can continue supporting grant programs such as GO! HOME down payment assistance grants, GO! DREAM business renovation and expansion grants, GO! WORK scholarships, and other quality-of-life projects across the county, such as Holdrege’s new baseball / softball complex.
Community-Led Progress
Unlike previous campaigns, this effort is being led internally by PCDC staff and board members, who are connecting directly with investors and community stakeholders. Since arriving last fall, Hofaker has been meeting with businesses and residents to build relationships and share the vision for continued growth.
The campaign officially kicked off at the PCDC annual meeting on March 23. PCDC’s goal is to reach the $1.2 million goal by September, helping businesses align their contributions with upcoming budget cycles. Commitments will continue to be accepted through the end of 2026.
“We still have a long way to go, but we’re off to a great start,” Hofaker said. “Every investment helps ensure we can keep moving Phelps County forward.”
