PCDC Seeks Proposals to Develop Empty Lots

Two Phelps County lots have been cleared of dilapidated properties and are now ready to be developed into homes as part of an initiative to create more workforce housing.

The Phelps County Development Corporation is seeking proposals from builders, developers or anyone interested in building homes on the now empty lots. The properties are located at 1103 Logan Street in Holdrege and at 304 Keopple Street in Bertrand. Both had a 2017 tax valuation of about $14,000.

PCDC purchased the lots and paid to demolish the existing homes as part of its GO! Home Phoenix program. This program targets neighborhoods that are in despair by encouraging the renovation of dilapidated, vacant, abandoned and overgrown properties.

The now-empty lots may be conveyed to developers at discounted prices as an incentive to create new housing units. PCDC defines workforce housing as owner-occupied detached structures costing no more than $225,000 per unit. Duplexes or other multi-family concepts may be acceptable depending on zoning restrictions and the individual property characteristics.

Anyone interested should complete an application available from the PCDC offices at 502 East Ave. (in the city building). Developers are encouraged to be creative and provide attractive, cost-effective and high-quality housing solutions that meet the intent of the program. Proposals should include a detailed description of the proposed project and other details about the developer.

Proposals should be delivered to PCDC offices no later than June 15 to qualify for consideration. The proposals will be reviewed internally, and awards may be announced on or before July 13. PCDC reserves the right to refuse all of the proposals.
